Project Description

Heavy Monsoon rains resulted in disastrous floods in July 2010 and affected more than 20 million people directly throughout the country. In Balochistan, around 13 districts were affected to varying level of devastation and Jaffarabad with high level of destruction and damages remained on top. Other largely damaged districts include Naseerabad, Jhal Magsi, Kuchhi (Bolan) and Sibi. These districts were hit by the flood in 2007 and still the effects were not addressed completely.
Total area of Jaffarabad 2445 sq k.m. and population estimated as 627,477 in 46 union councils has been destroyed in flash flood including sils Jhatpat, Usta Muhammad, Sohbat Pur and Gandakha.
Women Development & Community Organization has been local organization who responded the emergency in Jaffarabad and Nasirabad Districts of Balochistan. The UNHCR has assigned WDCO as his partner for construction of 250 permanent shelters for rehabilitating the flood 2010 affectees in Union Council Nasirabad of District Jaffarabad. WDCO has taken the initiative of immediate basis and constructed 250 permanent shelters for those who lost everything in flood 2010. The criteria for selection of vulnerable was very clear and the organization has also conducted need assessment and then the assessment lists were endorsed by the government representatives for ensuring the transparency coordination between the government and communities at district level. The detail specification of shelter was.
Advocacy and mobilization of community was the part of this project where the beneficiary families and entire local community was mobilized for taking part into the development process i.e. Promoting Health and Hygiene, Water and Sanitation, Gender sensitization issues etc. Effective community level meetings were arranged by the WDCO Social Mobilization Team in all villages by taking the Tribal Elders on board. According to the Project Agreement with UNHCR and the pre-requisites of Beneficiary Registration, the beneficiary families will be providing the unskilled labors during the construction of their own shelters. Accordingly, the Technical Team of WDCO arranged an orientation session for all of unskilled labors provided by the community. Aim of this orientation session was to make them familiar with the work plan, quality benchmarks and the time limitations of the project.

Women Development & Community Organization WDCO has not only constructed the shelter but also WDCO has identified 30 vulnerable families and distributed Rs. 10000/ Cheques among those identified vulnerable families. The majority of vulnerable were female.


After the massive destructions of flood in Jaffarabad and those who lost their dear once, their standing crops, economy and livelihood; they benefited with one room permanent shelters that caused new hope with shining life in the community and they changed their thinking as hopeless and now the vulnerable families are living with happy life in their home and they spent the received amount in their small business like some of them opened their small shops, purchased animals and some them are trying to renewing their destroyed agriculture which is the sign of new life in these destroyed areas.
Women Development & Community Organization WDCO has also organized and delivered awareness sessions on disaster risk reduction DRR at household and community level and placed the early warning system at village and union council level. The project has been successfully implemented within the time and handed over to the vulnerable community’s. The cheque handing ceremony was organized in WDCO regional office at Dera Allah Yar Jaffarabad where Mr. Zain-ul-Abideen (Assistant Commissioner Jhatpat) and focal person for relief in Jaffarabad were distributed cheques and houses among the families.
